is there such a thing as an area rug that does not slip when it is positioned on top of carpet?

is there such a thing as an area rug that does not slip when it is positioned on top of carpet?
I have to find an area rug that is going to sit atop a well worn carpet in a highly trafficked area. The problem is, it can not slip or buckle and we don't want to use carpet tacks. I only seem to find carpet pads or adhesives that go underneath the rug. Is there an actual rug with a coating underneath that will hold in place by itself? Thanks for your help!

starrwoode:  no the carpets creep but you might try double sided carpet tape, i dont know how well it will stick to another carpet underneath, but it is better than carpet tacks,however the tacks likely wont harm the old carpet underneath, good luck

chrissy757:  I don't think so, but they do sell an anti-slip material. It's rubbery and should work. You buy it based on the size of your rug or cut it to fit.
