Iteachdailey4u:  Rip it up. Grab a mask, then start pulling. Go to Lowes and ask the guy who works on carpeting- they know everyhting about this stuff.
Good luck

k h:  Go to the grocery store and rent a steam cleaner. It will clean it up like new. Ripping it up is hard work. You have to scrap all the little bits of rug that are stuck to the cement. Use the steam cleaner. You'll be glad you did. To help it dry faster place some fans down there and open a door. Also, use half the amount of soap it calls for. Otherwise you will be rinsing it forever.

Gary S:  I would not advise cleaning with the rental machines, since they don't extract enough water. Too much water will break down the glue. Have the carpet professionally cleaned to insure no problems. They have the chemicals to deodorize and remove the bacteria from the animal waste and to kill all the mildew. It is cheaper and easier to have it cleaned, then to remove, dispose of and replace. Since it is glued down, you would have to do a lot of scraping
